Todd Campbell joined Gramercy in 2000, effectively reforming the once C-rated carrier under state supervision into a powerful success, an action that has resulted in year over year profitability, increased gross written premiums, and a new, B+ rating from A.M. Best. He is responsible for the overall operations of Gramercy and is a company director.

A former partner of the Atlanta law firm of Arnall, Golden, Gregory, LLP, Mr. Campbell spent the greater part of his 10-year law career representing Property and Casualty and other insurers, as well as national insurance trade associations in insurance law, regulation, and corporate and healthcare matters. During his practice, Mr. Campbell also served seven years as Georgia legislative counsel to the Alliance of American Insurers and served two years as a Director of the Georgia Underwriting Association (FAIR Plan).

Mr. Campbell received his Law Degree from Mercer University, and his undergraduate degree from Appalachian State University. He is a member of the State Bars of both Georgia and North Carolina.

Mr. Barner’s understanding of financial markets and his continual focus on regulatory issues has proved essential for Gramercy’s continued new presence in the commercial insurance industry. Under the new company, his leadership has been a key contributing factor in the company’s licensed territory growth of over 280%. Selected to lead Gramercy’s operations as director in 2001, Barner bridges the complexities of new technologies and employee skills with GIC’s operational strategies.

Prior to joining Gramercy Barner served as Senior Financial Analyst with the Georgia Insurance Commissioner’s office where he was responsible for monitoring the financial stability, financial solvency and statutory compliance of domestic, foreign and alien insurers operating in Georgia.

Mrs. Toy is responsible for Gramercy Insurance’s financial reporting, financial analysis and reinsurance reporting. She has more than 15 years experience in Life and Property and Casualty Insurance accounting.
